pg_upgradecluster.OUT doesn't appear to be included in the APPORT.info
file you attached; that doesn't appear to include log data at all.
I'm not sure what data would help Athos the most, so hopefully he can
follow up, but I would suggest maybe attaching these:
/var/log/apt/term.log*
/var/log/apt/history.log*
Make sure to get the ones from the day of your upgrade. They will show
the upgrade process and results, and if there were any errors.
The postgres log files may also be pertinent, they should be at
/var/log/postgresql or collected from journalctl.
