I can confirm that gammu-smsd from focal-proposed has fixed the bug for
me.
Test done:
install gammu-smsd and confirm that the install still fails.
Added focal-proposed to apt sources.
install gammu-smsd from focal-proposed and confirmed that the service now
starts but fails with the expected error.

Followed the testplan to test upgrade.
A modifictation, the command to install gammu-smsd in jammy did not work the
proposer version was taking priority so I had to use these commands to test:
sudo apt install gammu-smsd=1.41.0-1
sudo apt install gammu-smsd -t focal-proposed
sudo apt install gammu-smsd
Package tested:
$ apt-cache policy gammu-smsd
gammu-smsd:
Installed: 1.41.0-1ubuntu0.1
