Looking the logs the issue seems caused by custom grub file added by the
user, manually or using a software for customize grub menu:

/etc/grub.d/bin/grubcfg_proxy: error while loading shared libraries:
libcrypto.so.1.1: cannot open shared object file: No such file or directory
dpkg: error processing package memtest86+ (--configure):
installed memtest86+ package post-installation script subprocess returned
