Public bug reported:

I had removed KiCAD via `apt remove kicad` so this should not have
resulted in a conflict.

This means that this is probably an `additional` way in which KiCAD's
broken installation procedure breaks other packages.

It is particularly serious since KiCAD's interface to ngspice prevents
the use of many space features that are necessary to electrical
engineering, so one must find some way to undo the damage done by KiCAD
in order to proceed with work.  At present, it isn't clear there is a
way around this damage without reinstalling ubuntu.
