Having resolved the networking issue in the test lab the noble-proposed test now reports exactly as the jammy-caracal test:
======
Totals
======
Ran: 94 tests in 1048.2197 sec.
- Passed: 86
- Skipped: 6
- Expected Fail: 0
- Unexpected Success: 0
- Failed: 2
Sum of execute time for each test: 552.3830 sec.
I re-ran the test that passed under jammy-caracal (1 of the 2 failures
above):
{0}
tempest.api.compute.servers.test_attach_interfaces.AttachInterfacesUnderV243Test.test_add_remove_fixed_ip
[32.792856s] ... ok
======
Totals

Ran: 1 tests in 32.7929 sec.
- Passed: 1

- Expected Fail: 0
- Unexpected Success: 0
- Failed: 0
Sum of execute time for each test: 32.7929 sec.
The remaining failing test is common to both targets and is unrelated to
ceph:
octavia_tempest_plugin.tests.scenario.v2.test_traffic_ops.TrafficOperationsScenarioTest
work ongoing to figure out why that fails.
