monitors.xml only changes when you change your display settings in the
Settings app.

That cable looks sufficiently high quality so trying another one is
probably not worth it.

I still think "Window manager warning: Impossible to resize screen at
size ..." could be related to the issue but the only ways of avoiding
that code are:

(a) A custom rebuild of the Mutter packages without the fractional
scaling patch; or

(b) Selecting 'Ubuntu on Wayland' at the login screen.
