GNOME Shell notifications with an action button are expanded once the
user hovers them, so the expand button does not make sense for this
behavior
[ Test case ]
Launch:
notify-send 'summary' 'body' --action=foo=Bar
The notification should show and the action should be visible once the
user hovers it with the mouse.
No expand button should be visible

Touch users may require to move over the notification to show the
actions
