By default the proposed channel now is assigned '100' weight/priority,
but in jammy the proposed is '500'.
$ apt-cache policy gnome-control-center

I just install with version number, after that, this issue is fixed.
$ sudo apt install gnome-control-center=1:46.4-0ubuntu0.24.04.1 gnome-
control-center-data=1:46.4-0ubuntu0.24.04.1
