We ship an effectively empty /etc/sysctl.conf by default on Ubuntu.
Instead, /etc/sysctl.d/*.conf snippets are used, which are picked up by
systemd-sysctl.

Are you adding custom settings to /etc/sysctl.conf? If so, can you place
a snippet in /etc/sysctl.d/10-foo.conf instead?
