10) the migration of oem to hwe has been done already by a separate
process, so yes, we are sure

11) I don't see a reason to make it any more complicated

12) the usual handling of metapackage upgrades oem -> hwe, already
verified before

13) u-d-c is owned by the kernel team, there is no oem-specific package
in main, which is required for unattended-upgrades to work

14) we can't use oem metapackages, because u-a don't install anything
outside security

15) no idea
