Please sync libmaa 1.5.1-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * d/rules: link with -lm as needed, to fix unit tests linking failures.

  * No change rebuild for 64-bit time_t and frame pointers.
  * No change rebuild for ppc64el baseline bump.
  * No-change rebuild to build packages with zstd compression.

The only Ubuntu delta is to link with -lm, which has been done in Debian now.
It has been built in a PPA and can be seen at:

  * New upstream version.
  * Update debian/rules for new upstream version:

  * Remove Homepage field from upstream/metadata (lintian).
  * Use version=4 in debian/watch (lintian).
  * Standards-Version: 4.7.0 (no changes).
