Public bug reported:

I am running the Ubuntu 24.04->24.10 distribution upgrade now. It froze
for more than an hour on the line "installing new version of config file
/etc/anacrontab". I ran `systemctl status anacron` and it had been in
the `deactivating` state for a long time. I ran `systemctl kill anacron`
and the Distrubution Upgrade then proceeded. I'm not sure what kept
anacron from deactivating, but I'll report this here in case other users
run in to this issue as well.
