Yes it will be racy by design. When "Preload graphics libraries..." was introduced to fix bug 1942987, it wasn't known that bold fonts were used by Plymouth and were separate files.
Proper solutions might including somehow forcing a bold invisible message, forcing Plymouth to preload all fonts it uses, or manually inserting the required fonts into the initramfs. But since this bug is so low priority, none of those are being planned right now.
