I have this problem too and it happened in a very similar sequence of events. (LM22/Cinnamon) I did find a correlation that whenever my screen went to sleep, was turned off, or was locked. plank would move up as described above when the screen came back on. Since the Mint screensaver/lock-screen was switching to a lower resolution when activated I thought (in-expertly) that this could be the result of an X event that was no longer being handled correctly.
I tried to cludge a systemd service that would restart plank every time a resolution change was detected to test my theory, but I could never get it to work.
