I have found a way to fix the issue, using this:

protocols-should-be-handled-better/17540. It is sufficient to allow TLS
1.0 and 1.1 connections for the specific wifi network, in my case
'eduroam'.

Here are the specific steps:
nmcli con edit 'eduroam'
set 802-1x.phase1-auth-flags
tls-1-0-enable, tls-1-1-enable, tls-1-2-enable, tls-1-3-enable
save

Then the connection works... but I advise to contact the people in
charge of the network to upgrade their security to TLS 1.2 ;)
