Thanks for that extra information. The problem is a bug in python-apt:

I.e., many of your .list entries use the [signed-by= ] option as you
noted earlier. But, python-apt does not know how to parse all of the
valid options in the one-line format. Hence, the source gets marked
'invalid' by python-apt, and ubuntu-release-upgrader does not migrate it
(it does not make sense to migrate invalid source entries).
The reason google-chrome.list and slack.list are correclty migrated is
that they do not use the [signed-by= ] option.
