Public bug reported:

After some period of time browsing the web in Firefox, and then closing
the browser, the computer will not go to sleep. The system tray icon for
xfce4-power-manager has multiple entries that say "firefox is currently
inhibiting power management". However, all Firefox processes have
already been exited at this time, so there is no reason for Firefox to
have prevented the sleep.

Power management should ONLY be inhibited while watching full screen
videos in Firefox, not after closing the browser. There appears to be an
issue with the power management inhibition state not being updated. It
seems to happen randomly/unpredictable after browsing for a while.
