I have this issue with a Dell Latitude 5320 running xubuntu 24.04
(XFCE).
When I close the laptop lid, the screen is frozen, and I can only move
the mouse around. It's not possible to interact with any of the windows.
If I type my password and press enter, the screen un-freezes. This would
suggest that the issue is an invisible log-in screen after opening the
laptop lid.
My experience mirrors the issue reported by this other user on the xfce
bug tracker:

I am able to work around the issue by disabling "Display fullscreen
overlay windows directly" in the XFCE window compositor settings. After
disabling that setting, the issue goes away.
