Hi fheimes,
Thanks for the reply! I tried upgrading the qemu to 
qemu-system=1:8.2.2+ds-0ubuntu1.4 and this cpu hotplug scenario is working as 
expected! Here is my analysis:

HOST DETAILS:
kernel: 6.8.0-48-generic
qemu: QEMU emulator version 8.2.2 (Debian 1:8.2.2+ds-0ubuntu1.4)
libvirt: libvirtd (libvirt) 10.0.0

Steps i tried:

ON host

# virsh setvcpus ubuntu 500

# virsh setvcpus ubuntu 700
error: internal error: unable to execute QEMU command 'device_add': 
kvmppc_cpu_realize: vcpu hotplug failed with -12

On guest:

#lscpu
Architecture:             ppc64le
