Public bug reported:

1. I'm trying to upgrade Ubuntu from 18.04.6 to Ubuntu 20.04.6. on an Alibaba
cloud instance:
do-release upgrade

2. The version of the package is unknown:
apt-cache policy pkgname returns:
N: Unable to locate package pkgname

3. I expected the upgrade to complete without errors.

4. But errors occured when processing sa-compile.
The upgrade still completed but with errors.

** Affects: ubuntu-release-upgrader (Ubuntu)
     Importance: Undecided
