Customer in case 00390493 has tested this and confirms that it does fix
the issue with installing and registering with the restrictive umask.
Both the customer and I are seeing a behavior where the client is still
sending ping requests to the sever, but the server is never updating the
last_ping_time with this new client version installed.
I can see the ping request getting to Apache, and the PingServer, but
the last_ping_time in the UI never updates.
