Public bug reported:
When moving the mouse cursor over a window displaying vsync'd graphics
(e.g., glxgears), the frame rate drops from 60 FPS to around 40 FPS, and
the animation becomes visually slower. This slowdown takes up to a few
seconds to begin once the mouse movement starts, and recovers
immediately when the mouse movement stops.
Using mangohud, I observed that frametime fluctuates between 16 ms and
33 ms in a sawtooth pattern (see attached screenshot).
I can reproduce this in a fresh install of Ubuntu 24.04 in the default
Ubuntu/GNOME (Wayland) session after installing updates. I can't
reproduce it in the Xorg session or other Wayland compositors.
My graphics hardware is AMD Radeon RX 6600 XT.
