Please don't forget to add a Breaks & Replaces for `apport (<<
2.30.0-0ubuntu5~)` when moving the files to linux-base.

The cleaner solution is:
* Add the source_linux.py hook as /usr/share/apport/package-hooks/linux.py to 
linux-base
* Then each binary package that ships a kernel provides a link from 
/usr/share/apport/package-hooks/${binary}.py to linux.py (e.g. 
linux-image-6.11.0-8-generic would ship 
/usr/share/apport/package-hooks/linux-image-6.11.0-8-generic.py)

I just successfully tested this approach in a VM (with running `ubuntu-
bug linux`).
