from my noble installation

$ dpkg -S /etc/php/7.4/mods-available/*
php-imagick: /etc/php/7.4/mods-available/imagick.ini
php-memcache: /etc/php/7.4/mods-available/memcache.ini

That doesn't look right.  php7.4 is long gone.  The changelog explicitly
says, the package was rebuilt a couple of times for later versions, up
to 8.3.  Yet, the paths were not updated to reflect that.  Maybe the
proper fix is to drop the php-memcache package and have the versioned
packages php8.3-memcache for example provide and conflict with php-
memcache.
