The only change that landed in Debian since then is:
  * No source change upload to move udev rules into /usr.

But we have that implicitly picked up since 1.46-3ubuntu4 as can be seen
between

-rw-r--r-- root/root 6664 2022-03-25 09:57
./lib/udev/rules.d/55-scsi-sg3_id.rules
-rw-r--r-- root/root 2863 2022-03-25 09:57
./lib/udev/rules.d/58-scsi-sg3_symlink.rules

and

https://launchpadlibrarian.net/723797923/buildlog_ubuntu-noble-amd64.sg3-utils_1.46-3ubuntu4_BUILDING.txt.gz
-rw-r--r-- root/root 6664 2024-04-08 16:19
./usr/lib/udev/rules.d/55-scsi-sg3_id.rules
-rw-r--r-- root/root 2863 2024-04-08 16:19
./usr/lib/udev/rules.d/58-scsi-sg3_symlink.rules

Therefore this merge is not helping Ubuntu in any way and would only
keep biulders and proposed migration busy without a gain.
