I had a laptop using linux-surface deb repository and was struck by this
bug.

This was due to a buggy replacement of `libwacom` package.

I just needed to make sure to upgrade packages from the linux-surface
repository (cf: https://github.com/linux-surface/linux-
surface/issues/783 )

Then the bug vanished. It seems this bug is a duplicate of
https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-
upgrader/+bug/2078485
