Please sync condor 23.6.2+dfsg-2 from Debian unstable.
Explanation of the Ubuntu delta and why it can be dropped:
* Bump dependency to libssl3t64
* Don't hard-code dependency on a shared library (LP: #2058880)
These were introduced as part of the time_t transition. Debian has now
incorporated the delta upstream in 23.6.2.
