Public bug reported:
cloud-init_24.4-0ubuntu1 and cloud-init-base_24.4-0ubuntu1 seem to the
same logrotate file.
/etc/logrotate.d$ grep /var/log/cloud-init *
cloud-init:/var/log/cloud-init*.log
cloud-init-base:/var/log/cloud-init*.log
The duplicate is skipped, but logrotate still exits with an error.
