Combining them in xmutil package was a mistake we realized afterwards.
Firstly they don't really share the same versioning cadence, xmutil is
more adhoc now and has different versioning scheme (might require weird
watch file to follow all components (not really sure thou)) (as
discussed with the upstream). Secondly and I think most importantly
xmutil is just a client of these qos packages, there is a possibility of
having more clients to these packages like xmutil.

About combining ddr-qos and axi-qos together, ddr-qos as name suggests
about ddr, on the other hand axi is a more platform specific thing (even
though by arm) mostly adopted by Xilinx to be used in FPGA IPs. So there
could be cases where ddr-qos may applicable but axi not. Combining them
and installing them together could cause axi-qos to be installed in
systems where it couldn't be utilized, and it will most likely fail. As
ddr-qos has more potential to be used broadly, I think it is better to
keep them separate to give users to just install what they need.

Maybe I am forcing too much to make things modular not sure if this is
really needed.
