Public bug reported:

Since commit 6d735722063a ("usb: dwc3: core: Prevent phy suspend during
init"), more than one system suspend is broken on Xilinx platforms.


This issue has been fixed upstream in [1].
There is also a fix for that patch on top of [1] ([2]).
Tested both [1] and [1] + [2] on kv260, confirmed they solve the problem.
