Public bug reported:

Starting from oracular, we transition from the non-versioned rustc to
rustc-X.Y + rust-defaults. rust-defaults includes symlinks with non-
versioned file paths to the versioned ones.

This works correctly for oracular or plucky fresh installs. However, if
you install rustc in noble and then upgrade the system to oracular,
links to directories will be missing (e.g, /usr/share/rustc will be
empty). This is most likely due to the lack of a breaks/replaces or a
conflicts relation in the packages in rust-defaults.

This can be reproduced by installing noble's rustc an then upgrading it
to oracular's rust-defaults.
