I am aware of bug 60600 but as a partial workaround and general remedy,
I would like to suggest that the default console font should be one
which is capable of displaying whiptail dialogs correctly, or else the
debconf whiptail dialogs changed to not try the somewhat capricious task
of drawing borders with characters which are often not rendered
correctly.
