@Sean it seems that during your do-release-upgrade, the LXD version was
tentatively upgraded from the deb to the snap. However that failed short
as the download of the snap was too slow and was eventually aborted it
seems:

Now that you are on 20.04, you should be able to complete the process yourself.
Here's how:
sudo snap install lxd --channel 4.0/stable/ubuntu-20.04
sudo lxd.migrate
After that, should be good to go.
I'll mark this bug as invalid as it was apparently a snapstore hiccup.
