I checked a default open-iscsi installation on Ubuntu 24.04 and
/etc/iscsi/iscsid.conf has
```
$ grep -vE '^(#|$)' /etc/iscsi/iscsid.conf | head -n1
iscsid.startup = /bin/systemctl start iscsid.socket
```
So I assume that your change has been applied in the meantime.
