Checkpoint/restore in Podman 4.9 is unusable for networked applications. This was fixed in https://github.com/containers/podman/pull/23083. I'm requesting an update to Ubuntu 24.04 to include this fix in podman. Said commit applies cleanly to the v4.9 branch.
