Public bug reported:

I've recently installed Ubuntu on a Beelink eqi12 mini PC, which has
dual integrated Realtek 100GbE ethernet adapters.

I noticed network performance over the internet was poor - download
speeds maxing out at 100KB/s. `ethtool -S` shows rx_missed ticking up
when downloading. The dropped packets prevent the TCP window size from
increasing, limiting download speeds.

Installing the r8168-dkms package fixes the issue, so there must be a
problem with the in-kernel r8168 driver.
