I'm trying to upgrade from one TLS version to the next LTS version and
its not working.  I've also tried from the command line to see if there
is extra logging not visible to me from the gui.  I've also tried the
following commands all of which succeed.

apt-get clean
apt-get update
apt-get upgrade
apt autoremove
