Public bug reported:

librust-cargo-c-dev was switched to Architcecture: all for oracular so
that it would be satisfiable on i386 (for librsvg etc.)

The current version in plucky-proposed is Architecture: any . Its
dependencies are generally unsatisfiable on i386.

This will prevent rust-cargo-c from being eligible for migration to
Plucky.

I noticed this in this section of
https://ubuntu-archive-team.ubuntu.com/proposed-migration/update_output.txt

* amd64: librust-criterion-0.3-dev, librust-rustup-dev
* arm64: librust-rustup-dev
* i386: librust-cargo-c-dev
* ppc64el: librust-rustup-dev

* s390x: librust-rustup-dev

(rustup is fixed once the most recent upload builds on riscv64 and I've
requested the removal of rust-criterion-0.3)
