I'd like to confirm a workaround/fix (idk, just judging from the symptom), I tried removing:
Requisite=graphical-session.target from /usr/lib/systemd/user/xdg-desktop-portal-gnome.service, and the x-d-p-gnome service can be started normally so the launch timeout is gone.
