Perhaps one "easy" solution to this would be to ship the page with the hostname as a new page rather than replacing the existing page (or alternatively, continue shipping the old page under a different name) and in the ubuntu-supplied vendor.conf file the old page is skipped. That would then allow a local admin to override the vendor.conf and skip the new page instead of the old one.
