Public bug reported:
system startup hangs and system is unreachable when
- cloud-init:arm64 24.4-0ubuntu1~24.10.1
is used in combination with
firewalld
if either firewalld disabled or cloud-init downgraded
- systemctl disable firewalld
- sudo apt-get install cloud-init=24.4~3+really24.3.1-0ubuntu4
everythings works
if firewalld is started later, everything also works fine.

- upgrade ubuntu 24.04 to 24.10
- install firewalld with some rich rules e.g.

rule family="ipv4" icmp-type name="timestamp-reply" drop
rule family="ipv4" source address="78.94.11.133" port port="22"
