Thank you for your reply. It is indeed the same issue as [bug
1971434](https://bugs.launchpad.net/bugs/1971434). After trying some of
the methods suggested in the response, the problem still persists. It
seems like this bug may not be fixed for a long time, so I will
downgrade to 20.04. Thank you.
