Can I get some input from a subiquity dev on this? Cloud-init has both this and https://bugs.launchpad.net/ubuntu/+source/cloud- init/+bug/2092713 which is essentially the same bug but upgrading to a different version of cloud-init.
Both are happening on a noble desktop install when upgrading from cloud- init 24.1.3-0ubuntu3.3 . It appears apt is crashing when trying to write `/etc/cloud/templates/sources.list.ubuntu.deb822.tmpl` (or immediately afterwards) on upgrade. This file has always been provided by cloud-init in Noble, though it did have changes from cloud-init 24.1.3-0ubuntu3.3 to later versions. I can manually upgrade and downgrade between these various versions of cloud-init with no problems. Is there any possibility the file could have been installed incorrectly (e.g., cloud- init version differences between ephemeral env vs snap)?
