Public bug reported:

Since Ubuntu 24.04, installing NetworkManager also installs Netplan.io
as a direct dependency. However, netplan interferes with my ipv6 network
setup and I do not want to use it.

Shouldn't the dependency chain be the opposite? Netplan.io depends on
NetworkManager and/or systemd-networkd?

Please make installing netplan.io optional again.
