Update II: I'm now seeing the same as this person
https://askubuntu.com/questions/1492195/upgrade-to-ubuntu-23-10-fails-cant-mark-ubuntu-desktop-for-upgrade
i.e.
`var/log/dist-upgrade/main.log`
```
WARNING Can't mark 'ubuntu-desktop' for upgrade (E:Unable to correct problems,
you have held broken packages.)
```
`/var/log/dist-upgrade/apt.log`
```
MarkInstall ubuntu-desktop-minimal:amd64 < 1.481.4 -> 1.539.1 @ii umU Ib >
FU=0
1429 ubuntu-desktop-minimal:amd64 Depends on
gnome-shell-extension-ubuntu-tiling-assistant:amd64 < none @un H > can't be
satisfied! (dep)
```
But... apt doesn't report any broken packages, and trying to install the
missing dependency says:
`E: Unable to locate package gnome-shell-extension-ubuntu-tiling-assistant`
