This has been due to not matching on the permanent MAC address,
therefore the virtual MAC address of vlans would match the ethernet
configuration and apply the IP address.

Fixed as of 1.1.1-1 (available in Ubuntu Noble LTS).
Please re-open if you think this is still an isolated issue.
