We want to do-release-upgrade on jammy:linux-xilinx-zynqmp.
But we don't have linux-xilinx-zynqmp package on noble and we only have
noble:linux-xilinx.
We have to make a transitional package for linux-xilinx-zynqmp to
migrate.
