Public bug reported:

In virt-manager I try to install a new riscv64 virtual from an
installation ISO.

virt-manager creates the XMLs for the initial configuration and the
configuration after reboot as can be seen when running with --debug.

Launching the VM fails because the libvirtd.service crashes and restarts
interrupting the connection.

The crash occurs in
function qemuExtServicesStart(),
file src/qemu/qemu_extdevice.c,
line 193
because persistentDef is NULL and dev->ntpms = 1

191     for (i = 0; i < def->ntpms; i++) {
192         virDomainTPMDef *tpm = def->tpms[i];
193         virDomainTPMDef *persistentTPMDef = persistentDef->tpms[i];

vm->def is set, vm->newDef is NULL.
