On Ubuntu 25.04 I find these lines
umount /{var/,}run/libvirt/qemu/*.dev/,
umount /dev/,
in /etc/apparmor.d/usr.sbin.libvirtd.
On Noble it just looks the same.
Do you have package libvirt-daemon-system=10.0.0-2ubuntu8.5 installed
which supplies the file on Ubuntu 24.04?
