The first is Stable Release Upgrades (https://canonical-sru- docs.readthedocs-hosted.com/en/latest/howto/standard/) wherein a minimal patch is applied to older Ubuntu releases to resolve the issue. Though as you mention, this is typically done for high importance bugs
The other is backports which takes the whole package and make it available for an older Ubuntu release.
